Grievance Redress Mechanism
Transparency and accountability are integral to responsible financing. For this reason, the Kosovo Credit Guarantee Fund (KCGF) has established a Grievance Redress Mechanism (GRM) through which individuals, communities, workers, and other stakeholders can raise concerns related to activities supported through KCGF's guarantee operations and their potential environmental and social impacts.
The mechanism ensures that concerns are heard, reviewed, and addressed in a fair, transparent, and timely manner, while also helping KCGF identify potential issues and continuously improve its environmental and social management practices.
Information on how to submit a grievance, relevant contact details, and the review process is available on KCGF's official website.
Who Can Submit a Grievance?
Grievances may be submitted by individuals or groups who may be affected by activities supported through KCGF's guarantee operations, communities and other stakeholders with concerns regarding environmental and social impacts, as well as workers involved in the implementation of supported projects.
Grievances may be submitted directly, through an authorized representative, or anonymously.
How Is a Grievance Reviewed?
Grievances are reviewed by the Grievance Committee, composed of the Managing Director, Senior Legal and Compliance Manager, and Environmental and Social Management Officer (ESMO).
To be eligible for review, a grievance must relate to one or more activities supported through KCGF's guarantee operations and contain sufficient information regarding an adverse impact that has occurred or may occur to individuals, communities, or the environment.
Where additional information is required, the Environmental and Social Management Officer may conduct further assessments and, where possible, contact the complainant. Based on the assessment, appropriate measures are determined, and a response is provided to the complainant. In the case of anonymous grievances, responses are published on KCGF's official website.
Monitoring and Accountability
The process does not end with the receipt of a grievance. KCGF monitors grievances received, how they are handled, and the corrective measures undertaken or planned. The Environmental and Social Management Officer regularly reports to KCGF management and, in accordance with applicable requirements, to donors and financial partners.
KCGF also requires Registered Financial Institutions (RFIs), through guarantee agreements, to establish and implement accessible grievance mechanisms for affected individuals and workers involved in projects financed through guaranteed loans.
Because responsible financing is not only about identifying risks, but also about ensuring that concerns can be heard and addressed.
